West Virginia Flood Resiliency Plan

In response to devastating flooding in 2016, the West Virginia State Resiliency Office was created. One of the tasks originally delegated to this office was an annual review and biennial update of the 2004 Flood Protection Plan. In 2022 the office performed its first review of that plan. As was employed during the creation of that document, Federal, State, regional, local, and non-governmental agencies participated in the process. In addition, a Flood Symposium was held to gather crowdsourced feedback on the status of the plan, and to collect data for development of an update. That review determined that the goals, objectives, and potential actions from the 2004 Flood Protection Plan still remained relevant. As an update to the plan was contemplated, the legislature made changes to WV §29-31-3. With adoption of Senate Bill 677, the update of the Flood Protection Plan was replaced with the Resiliency Office’s new directive to create West Virginia’s first Flood Resiliency Plan.

The concepts detailed in the 2004 plan provide the foundation upon which this Flood Resiliency Plan is built.
